From 1906 publications were the responsibility of the Literature Committee. In 1914, in order to avoid confusion, the Literature Sub-committees 1 and 2 were renamed as the Publications and Religious Education Committees. Publications continued to be managed by a sub-committee when the Literature Department was replaced by the Education Department in 1920. In 1925 a separate Publications Department was set up. The Publications Department was responsible for publishing texts approved by the Religious Education Committee.
