The Rural Sanitary Authority set up in 1872 under the control of the Guardians of Thornbury Union was superseded in 1895 by Thornbury Rural District Council. In addition special Drainage Districts were created for both Thornbury and Berkeley, c.1874 and remained separate areas for rating purposes after 1895
Prior to 1960, Council meetings were held in a variety of venues including the Board Room of Thornbury Hospital until a new purpose built Council chamber, Stokefield House, was erected at Thornbury and opened by Lord Balniel in 1961. In 1974, as part of local government reorganisation the rural district of Thornbury became the responsibility of the newly formed Northavon District Council. Further changes in local government administration have meant that from 1996 the area has been controlled by South Gloucestershire Council.
