The committee was formed in June 1909, there were 35 members. They had the following terms of reference: "1 - To consider the position,administration, and mutual relation of the various funds which are raised for Church purposes by voluntary subscription, whether Diocesan, Provincial, or General, and the most effectual means of using such funds to supplement the endowments of the Church. 2 - Further, to consider the best means of raising and administering additional funds to supplement those that are now raised. 3 - To present a report thereon to the Archbishops of Canterbury and York" The Chairman was Lord Barnard [Henry de Vere Vane, 9th Baron Barnard] with Edgar Jacob, Bishop of St Albans, as Vice-Chairman and Sir Edward Thesiger as Treasurer. Canon Bullock-Webster and S. W. Flamank were joint Secretaries. The Committee published its report in 1911 and aftter this continued to assist with implementing its recommendations, including the formation of the Central Board of Finance.

- These records were created by the commission but there are no records for who deposited them at the Church of England Record Centre, or when this happened. At CERC they were grouped with other Archbishops' Commissions to form the artificial fonds CERC: AC. These catalogue entries were migrated from the records management sytem in September 2012 and the records moved to Lambeth Palace Library when the two institutions combined in 2021.
