The first reference to this committee occurs on 9 Nov. 1868 when the Council, after appointing committees for the coming year stated that the whole Council was appointed a General Purposes Committee. Meetings of the General Purposes Committee are referred to in Council meetings from July 1869, but no separate minutes have been found before 1876
