The concept of MRI was launched at the Toronto Anglican Congress in 1963, and eventually developed into the Partners-in-Mission concept (PIM), launched at the Anglican Consultative Congress, Dublin, 1973. At its 1963 Autumn Session, following a debate introduced by the Archbishop of Canterbury, of the Church Assembly passed a resolution, instructing the Missionary and Ecumenical Council 'to take such action as in their judgement will assist the Church to respond rightly to the challenge of Mutual Responsibility and Interdependence in the Body of Christ'. As a result of this instruction MECCA established a MRI Co-ordination Committee to co-ordinate work and administer funds raised in dioceses for MRI projects around the world, and in doing so enable the Church of England to more realistically to face its overseas responsibilities. A campaign was launched in November 1964 under the name 'No Small Change', and an Overseas Development Fund was also inaugurated.
