The charity was formed by an amalgamation of three charities: Howell's Almshouses, the Percy and Wagner Almshouses and the Pilgrims' and Widows' Cottages, effected by an Order of the Charity Commission of 18 September 1973. For a copy of the Order, see AMS 5576/12 below.
Miss Rowsell served as secretary to the Widows' and Pilgrims' Cottages Trust until the amalgamation.
