The Mutiny Act required all Justices of the Peace to order the provision of carriages, horses and oxen with drivers, for the use of any Royal armed forces marching through their jurisdiction. They were allowed to finance the provision of carriages by levying a rate, in addition to the county rate, the amount dependant on the number of carriages and horses, the distance travelled, and the price of oats and hay at the time.
