Administrative / biographical background

Shirley and Freemantle were part of the parish of Millbrook until 1853, when a Local Board of Health for Shirley was established under the Public Health Acts. In September 1881 Freemantle was added and the title changed to Shirley and Freemantle Board. In January 1895, the board was superseded by the Urban District Council under the Local Government Act of 1894, but as it was already proposed that the area should be included in Southampton no fresh series of records was begun. The last few entries in all these records were in the name of the urban district council. Shirley and Freemantle were incorporated in the borough in November 1895.
