Surbiton Central Area Residents Association (SCARA) was established in March 1975 to consider and comment on Kingston Council's report on Surbiton traffic and parking problems, and on conservation and redevelopment matters. The area to be covered by the Association was to be bounded by the railway line to the south, the Elmbridge and River Thames boundaries to the west, Claremont Road to the east and the Kingston boundary to the north.
