A Free Library and Museum Committee was established by the Council on 9 Nov. 1874 initially to consider the offer from the trustees of the Mechanics' Institute for the sale of their property in St. John Street to be used as a city library and museum. The first meeting of this committee was held on 16 Nov. 1874 and its minutes from 1874 to 19 Oct. 1876 and the minutes of its sub-committees to 3 Oct. 1877 are contained in Special Committees minute books, CCB/37. The name of this committee was changed to Public Library Committee in Nov. 1888 and to Library Committee in Nov. 1902
