The records listed in this section follow on from the acceptance of the Outline Plan which was the controlling document for development in the designated area. Area plans were prepared for the undeveloped parts of the designated area to serve as local plans under the 1971 Planning Act. These were designed to bridge the gap between the general framework of the Outline Plan and specific proposals for development which were submitted under section 6(1) of the New Towns Act, 1965, and later 7(1) of the New Towns Act 1981.
Area plans were prepared for Ingol; Haighton, Grimsargh and Fulwood; Walton; Leyland; Whittle; and Chorley/Euxton. The urban centres of Preston, Chorley and Leyland were the subject of local plans prepared by the Preston, Chorley and South Ribble borough councils.
Within the designated area co-ordination of private planning applications and CLDC policy was achieved through the Planning Direction Order made by the Secretary of State. This required local planning authorities to act in consultation with the CLDC to ensure that development was in accordance with the Corporation's general policies as expressed in the Outline Plan.
Outside the designated area there was a 'Fringe Area' within which the Lancashire County Council agreed to consult the CLDC on planning applications. This was intended to preserve a distinction between the urban area of the new town and the rural area surrounding it. It was considered desirable to limit development in the fringe area to infilling and the rounding off of existing settlements. There were a number of public inquiries in the fringe area at Longton, Kirkham, Withnell and Standish at which CLDC opposed development.
