In the mid 1990s the Mothers' Union was reorganised in order to conform to charity regulations. A constitution was drawn up in 1994, which removed the management function from Central Council and created a board of 22 trustees to direct the organisation. The eight existing departments became four Units: Action and Outreach; Prayer and Spirituality; Marketing; and Finance and Central Services. The society worked in the new structure from the beginning of 1995, although the new constitution was not ratified by Privy Council until the following July.
