Administrative / biographical background

The Local Authority Social Services Act of 1970, which broadened the concept of publicly provided social services, changed the relationship between local authorities and the voluntary sector. Previously much social work with the elderly had been coordinated by the Old People's Welfare Committee of the Sussex Rural Community Council and delivered by local voluntary groups. But in 1971 the functions of that committee were taken over by local branches of the national organization, Age Concern, while at a local level the statutory social services authorities for the counties and county boroughs took over service delivery. For a time Age Concern in East Sussex continued to use the Committee's name in addition on its headed paper, so that the precise date of the change is difficult to determine
