The East Sussex Association for the Blind was established in March 1921 at a meeting arranged by the East Sussex region of the Metropolitan and Adjacent Counties' Association for the Blind. Its aims were to promote the welfare and education of the blind in the area. Under the provisions of the Blind Persons Act 1920 East Sussex County Council delegated to the Association the following functions: the maintenance of the blind register; the provision of routine home visits and home tuition; the supervision of blind children under guardianship and others for whom home conditions were unsatisfactory and for whom training was not required. These functions were extended as a result of the County Council's declaration in its administrative scheme under part I of the Local Government Act 1929 that all domiciliary assistance to the needy blind should be provided under the Blind Persons Act 1920 and not by poor relief
