This committee was established by the Council on 10 Jan. 1877 under the Act of 1876 to make further provision for elementary education which came into force on 1 Jan. 1877. The first meeting of the committee was held on 8 Feb. 1877.
Under the Education Act 1902, this committee ceased as a separate committee, but at the first meeting of the Education Committee established under the 1902 Act, on 23 June 1903 the School Attendance Committee was appointed as a sub-committee of the Education Committee. No minute books have been found for the periods 1880-1886 and 1889 to 1892
