The Organisation of North West Authorities for Rationalised Design was formed following a circular issued by the Ministry of Education on the advantages of Industrialised Building and Education Building Consortia (Circular 1/64), discussions between Chief Officers of interested Authorities and a conference of Members and Officers. Its aims were to develop the application of industrialised methods of building; reduce time required for planning and erecting buildings; secure better value for money; achieve economy; increase quality and efficiency.
