From early times Bristol was a legal centre of considerable importance, developing an unusually varied and comprehensive system for the administration of justice. By royal charter of 1373 the town was created a county with a Sheriff and county jurisdiction, and the Mayor was made a royal official with increased judicial powers. He was a justice of oyer and terminer and gaol delivery. By royal charter of 1499 a court of six aldermen was added to the Mayor and Common Council and these aldermen were all ex officio Justices of the Peace.
