The River Boards Act, 1948 (11 and 12 George VI, c. 32, s. 12) required every river board to produce an annual report, copies of which were to be sent to the Ministers of Agriculture and Fisheries and Health and councils of counties or county boroughs within the river board area. The Rivers (Prevention of Pollution) Act, 1951 (14 and 15 George VI, c. 64, s. 10) provided that the Minister of Local Government and Planning should lay copies of the river board reports sent to him each year before each House of Parliament. The general form of the report was laid down in a Direction of the Ministers of Agriculture and Fisheries and Local Government and Planning, 31 August 1951, under s. 12(2) of the River Boards Act, 1948
