Edward Burrowes, hatter, elected Alderman in place of John Egerton, the younger, Esq. deceased.

Henry Hegg, druggist, elected Councilman in place of Mr. Edward Burrowes, now Alderman.

Thomas Powell, upholsterer, elected Councilman in place of Robert Davies, deceased.

Thomas Rayne, glazier, was chosen one of Mr. Richard Harrison's almsmen in place of Thomas Farrington, deceased.

An address to his Majesty congratulating him on the birth of the Prince of Wales, "our most honoured Earl," on the conquest of "the Havannah" and the regaining Newfoundland, was approved. It was ordered that it be ingrossed and sealed and that Thomas Grosvenor, Esq., Alderman, and Richard Wilbraham Bootle, Esq., (representatives in Parliament) be asked to present it.

The bills of Thomas Rathborne, carpenter, amounting to £6. 13s. 5d. and of Thomas Hughes, bricklayer, amounting to £1. 3s. for making a foot path through the Northgate, were approved and were to be paid by the Treasurer.

Upon reading a report on the petition of Griffith Jones (ZA/B/4/205v) by Alderman Richardson and Cotgreave as to the inspection of the fire engines and the money due to Jones on his contract for repairing them, £7. 4s. was to be paid to Griffith Jones by the Treasurer.

The bill of Elizabeth Adams, widow, printer, for £9. 16s. 6d. was to be paid by the Treasurer.

Upon reading the petition of James Comberbach, gent. desiring on surrender of his old lease for three lives (two of which were in being) from the Hospital of St. John Baptist for two small cottages at the south end and west side of Fleshmongers Lane, containing three small dwellings, 13 yards long to the front and very ruinous, and desiring a lease for two hundred years under the reserved rent of 17s. 6d., to pull them down and erect a substantial house there, an order was made for viewing and reporting.

Upon reading the petition of Thomas Ithell, labourer, for a long term lease or lives or in fee of waste ground called the Quarry opposite the house late of George Lyster, catgutmaker, deceased, belonging to the Corporation, on Hough Green, (ZA/B/4/206) 48 yards long by 32 yards, to build a house there, an order was made for viewing and reporting.

Upon reading the petition of Thomas Pate, butcher, for a lease, to build a shop, of a piece of ground under the conduit where the stocks then stood which was very dirty and offensive, it was refused by that the Commissioners and the late Act for cleansing the streets be asked to remove the nuisance.

Upon reading the report of Aldermen Nichols, Cowper, and Probert on the petition of Mr. Edward Burrowes, Treasurer, he was granted the ground to extend his shop frontage on the west side of Bridge Street, paying ten shillings fine.

An appearance was to be entered by Mr. Thomas Brock, Town Clerk, to an action by William Higson against Amy Crichley and Charles Cookson for taking tolls on carts and carriages passing through the Eastgate to be defended by Mr. Brock at the Corporation's charge.

Upon reading a letter from the Hon. Taylor White, Esq. concerning the establishment of a Foundling Hospital within the City (on waste ground to be given by the Corporation) under like conditions as the Hospital lately established in Shrewsbury (ZA/B/4/206v) it was ordered that the gentlemen of the Corporation, with others resident in the City be a committee to meetin the Inner Pentice on the first Thursday in November by 10 o'clock (notice being given in the Chester paper) to consider Mr. White's proposals and a proper place, till the public building be erected, for the reception of children sent by order of the Governors of the General Foundling Hospital in London, and also a suitable site for the intended hospital. The Town Clerk was to reply to Mr. White assuring him of the Corporation's support.

Upon the Mayor's motion, Randle Podmore was admitted to the freedom gratis.

As in the cause depending between Samuel Braddock, a non-freeman, and the late Treasurers, Braddock refused to conform to the Decree in Equity and Judgement against him and had delivered a Writ of Error, and in the cause at the suit of Higson concerning the right to tolls at the Eastgate, and the suit of Slade concerning the right to Port Tolls much expense would be caused the City, it was ordered that £500 be borrowed at 4% interest for one year from the receipts of the farm of the lead mines in Minera, co. Denbigh, on the trusts named in Owen Jones' will, a sealed bond be given the trustees and a further charge under the City's seal (ZA/B/4/207) being made on the Corporation property now mortgaged to the trustees. Thomas Brock was to receive the £500 on account of the law suits.

Thomas Sant, smith, was chosen one of Mr. Vernon's almsmen in place of John Harrison, deceased.

Upon reconsidering the petition of Thomas Jenkins, servant to Thomas Prescott, Esq., he was admitted to the freedom (ZA/B/4/207v) paying ten pounds within one month.

Upon reconsidering the petition of George Smith, Blacksmith, he was admitted to the freedom paying ten pounds within one month.

William Ridgeway was admitted to the freedom paying thirty pounds within one month.

John Meller, plumber and glazier, was admitted paying twenty pounds within one month.

John Eltoft, toyman, was admitted paying thirty pounds within one month.

Francis Mesham, yeoman, was to be admitted paying ten pounds within one month.
