The National Federation of Women's Institute (NFWI) began publishing material in 1921. The early publications were created to show how to run an organisation, but were quickly followed by more general publications to educate members and develop new skills. Up until 1977 a Subcommittee produced the WI publications. However, this was dissolved due to tax legalities and a separate organisation known as WI Books took over production. Since 2002 WI Enterprises have produced all WI publications.
