The minutes deal mainly with Acts of Parliament affecting the R. Dee and water supply and there appears to be a considerable overlap of function with the Parliamentary Committee, 1857-1871 and the Water Supply Committee, 1868-1874, the minutes of which are contained the Special Committees minute books, volumes 3 and 4, CCB 36-37.38

This committee was established by the Council on 13 Sept. 1850 and the first meeting was held on 25 Oct. 1850. The minutes of this committee from 1850 to 17 Sept. 1858 are contained in the Special Committees minute book, ZCCB/35, after which they are recorded separately. From 1858 this committee is variously described as River Dee, River Dee and Parliamentary and River Dee, Parliamentary and Water Supply Committee
In Nov. 1877 this committee was merged with the General Sewering Committee
