The civil parish of Blacon cum Crabwall was established under the Local Government Act of 1894, but no parish council was formed until 1923. By the Cheshire County Review Order 1936 under Section 46 of the Local Government Act 1929, on 1 April 1936 the greater part of this parish, 985.934 acres, was transferred to Chester Corporation
