This department is not in a position to issue a formal certificate of death. Looking, however, 1) to the length of time that has elapsed since this officer was officially reported missing during which period, no further information has been received concerning him and 2) to the fact that his name has not appeared in any list of prisoners of war received from the German Government, the Army Council are regretfully constrained to conclude for official purposes that Capt Barnett is dead and that his death occurred on or since 30/10/1917. I am to add that the Army Council have, unfortunately, no doubt as to the death of this officer and to explain that their action as set forth above, is notified to those concerned upon application for a certificate of death, with a view to assisting them in dealing with the estates of officers whose deaths have not been reported to this department in a formal individual written statement.
