(2) pp. 1-9, ''Memorandum respecting Sir George Barlow's promised Digest of the Answers to Lord Wellesley's Queries regarding the advantages of the Bengal Judicial System and Permanent Settlement circulated amongst the Judges of Bengal in the year 1801.'' By James Cumming (a clerk in the Secretary's Office, India Board) October 1808. (3) pp. 13-23, ''Memorandum respecting the Irregular Transmission of the Regulations from India.'' By James Cumming, India Office, 2nd Dec. 1809. (4) pp. 25-98, ''Abstract View of the General Provisions of the Judicial System of Fort St. George in regard to Civil Justice.'' Not signed, but apparently by Cumming, with autograph notes on slips pinned to certain pages, July 1811. (5) pp. 99-166, ''Permanent Settlement,'' Notes of the Correspondence since the year 1734 between the Court of Directors and the Madras Government in regard to a Permanent Settlement and the proceedings adopted up to 1803 for introducing that Measure, with an outline of the leading principles on which it is founded.
