Administrative / biographical background

The Corporation of Thornbury, which consisted of a mayor and twelve aldermen, became extinct under the Municipal Corporations Act, 1883. Its income was devoted to charitable uses, and the maintenance of certain property; in 1876 the Corporation informed the Inland Revenue that the Mayor and Aldermen were "virtually nothing more than the Trustees of certain Charity Property ..." (C.5). In 1890 these charities were vested in the Thornbury Town Trustees, according to a scheme of the Charities Commissioners, and these were later united with Miss Macdonell's Charity and Sir John Stafford's Hospital in one body of trustees.
