Until the implementation of the Rating and Valuation Act 1925, the Council levied district and borough rates whose funds were applied to different purposes. District rates were used to provide cleansing and lighting of streets, improvements to highways, sewerage, fire brigade and sanitary functions. Borough rates were used to finance the free public library, police, education, municipal offices and elections etc. A single, general rate was levied from April 1928
