A Sanitary Committee was appointed by the Council on 13 Oct. 1848 and the minutes of this committees from 16 Oct. 1848 to 22 June 1855 are contained in the Special Committees minute books CCB/34-5. No minutes of this committee have been found from June 1855 to Dec. 1867, although the proceedings of this committee are referred to during this period, and the first surviving separate minute book dates from 18 Dec. 1867.

Under the Public Health Act of 1872, Chester Corporation was constituted an Urban Sanitary Authority and on 28 Aug. 1872 the Sanitary Committee recommended that a committee should be appointed to implement the provisions of the Act. This was approved by the Council on 30 Aug. 1872
