During the Second World War air raid precaution (ARP) arrangements were entrusted locally to the Clerk of the County Council as County Controller and to Clerks of District Councils as Sub-Controllers. They received instructions from the Civil Defence Regional Headquarters as to air raids, invasion, evacuation and other war-time contingencies.
