Under an Act to Facilitate the Acquisition of Small Agricultural Holdings 55 and 56 Vic. cap 31 1892, the County Council was empowered to purchase plots of land suitable for persons who desired either to buy or rent them from the Authority. The growth in demand for these smallholdings can be traced in the minutes of the Allotments Committee which in 1895 became the Allotments and Smallholdings Committee.
