Petition sent by John Bowyer, attorney, Westgate Street, Gloucester to Robert Leslie, London, sending details of the members interested in forming a new Lodge in Gloucester in response to a letter from the Grand Secretary. Bowyer asks for a warrant, a copy of Ahimon Rezon and any other publications, including a sermon by the Rev Edward Barry and a Calendar for the Antients' Grand Lodge. Seeks a warrant as soon as possible to enable men to join the proposed new Lodge, including some soon to leave Gloucester. Seeks the return of certificates sent with the Petition of members of Lodge, No. 389, meeting in the 2nd Squadron of Lord Drogheda's or 18th Light Dragoons (Irish Constitution), and informs that all expenses will be covered. Names Charles Parker Esq as Worshipful Master, Samuel Poole Palin Esq as Senior Warden, Richard Draper, plumber as Junior Warden, John Bowyer, gentleman as Secretary and Treasurer. Other members include Richard Morton, sadler, John Spencer, innkeeper and Thomas Forty, cabinetmaker. Petition recommended by James Ingram, Worshipful Master, John Reade, Senior Warden, Cornelius Fitzpatrick, Junior Warden, George McKilvey, Senior Deacon, Thomas McNale, Junior Deacon and John Hall, Secretary and Treasurer of Lodge, No. 389, meeting in the 2nd Squadron of Lord Drogheda's or 18th Light Dragoons (Irish Constitution). Includes endorsements by Robert Leslie that a response with certificates was sent on 7 January and by William Dickey, Deputy Grand Master that the warrant was granted on 11 January and sent on 18 January 1799.

Royal Lebanon Lodge was granted a warrant by the Antients' Grand Lodge on 18 January 1799 to meet as No. 316 and named in 1801. It met at the Boothall Inn, Westgate Street, Gloucester from 1799. After the union between the Antients' Grand Lodge and Moderns' Grand Lodge in 1813 to form the United Grand Lodge of England in 1813, the Lodge received the number No. 401. In 1817 the Lodge moved to the Bell Inn, Southgate Street, Gloucester and in 1821 to private rooms in New Inn Lane, Gloucester. The Lodge was erased on 5 December 1838.
