"I Henry II, King of England and Duke of Normandy and of Aquitaine and Count of Andegavia, to the Law Justiciaries Officers, Barons, Nobles and all Officers of all England and Normandy and of the Harbours of the sea, and specially to the Governors of Hamton and of Hastings, and of Dover and of Barba ("de Barbefluctu") and of Cadame and of Ostreham and of Diopa, send greeting. I declare that the men horses and property of the Abbey of St Lawrence and of the monks serving there shall be free from dues ("Quieti de theloneo et Passagio et Pontag' et omni alia consuetudine quocunque venerint"); and no one shall molest them, under a penalty of a fine of Ten Pounds ("super x libras forisfacture").
The witnesses are: Theobald, Archbishop of Cantherbury (1139-1161); Hugo, Bishop of Durham (1153-1195); Robert de Chesney, Bishop of Lincoln (1148-1167); Philip, Bishop of Bayeux (1142-1163); Ernaldus (Arnold or Ernulph) Bishop of Lisieux (1141-1182); Thomas Becket, chancellor; Reginald, Count of Cornubic.
