A video function was established by TURC in 1984, as a consequence of its view that access to the Media represented a means of empowerment. In 1986 it became a separate subsidiary of the Centre. It was set up to undertake a wide range of video-related activities including production, operating a video library, promoting screenings of tapes, tape distribution and information and advice giving. It was committed to the opening up of the visual communication network to the whole community. TURC Video also provided video resources for community-based and independent producers in the West Midlands.TURC's worsening financial situation led to Birmingham City Council requiring a re-organisation, and TURC Video merged with Wide Angle on 31st August 1992, their assets and business being transferred to the Birmingham Centre for Media Arts. This was jointly funded by Birmingham City Council and West Midlands Arts.
