The society appears to be have been founded about 1795 to assist the Boroughreeve and Constables of the Township of Great Bolton in their duties of "Watch and Ward". Its purpose was to recruit and organise volunteer special constables. The volunteers were divided into groups called 'Classes', each of which was under the direction of a 'Conductor'. Occurrence books,in which the principal events of each period of duty were recorded, were kept by each Conductor. Additional occurrence books were also kept for the information of the Magistrates. The special constables, known as the 'old police' continued to patrol the town even after the formation of the Bolton Borough Police Force in 1838. Under the Bolton Police Act of 1839 (2 & 3 Victoria, c.95), responsiblity for policing in Bolton passed to a Chief Commissioner appointed by the Crown.
