Immediate source of acquisition

The documents listed below were transferred in February 1972 from the Central Library, Fairfield, Kingston, where they were found in an envelope addressed to the librarian, Mr. Cross. It is not known when or under what circumstances they were deposited in the library.

Physical condition
The first minutes of the Highways Committee, November 1855-December 1856, were written on loose sheets. [A fair copy minute book may have been kept but has not survived.] These loose sheets were later placed in a file. Again it is not known when, but almost certainly some time in this century (see KB5/13/1).
Custodial history

The following documents appear to have been kept by the Town Clerk, C.E. Jemmett, or his department, acting for the Highways Committee. Some of the earlier correspondence, e.g. no. 1, may have been handed on by the Board of Surveyors when relinquishing its duties. It is possible that the documents were originally kept with the loose minutes and separated from them when the latter were filed.

Administrative / biographical background

The Highways Committee was set up under the powers given in the Kingston upon Thames Improvement Act, 1855 (15th June). Prior to this the highways were administered by a Board of Surveyors of the Highways for the parish, minutes for which survive from 1839 to 19 March 1856 (KG5/1/1-2). On 26 November 1855 the Town Clerk was instructed by the Highways Committee to write to the chairman of the Board of Surveyors stating that the Corporation would take into its own hands the management of the several roads in the Borough and that the Board was to cease to exercise any jurisdiction over the same roads from that time (see KT13/7 below).
