A Local Board was formed for Burgess Hill in 1879 probably under the Local Government Act, 1875. Although many of the clerk's early records are listed here none of the Minute books for the Local Board have survived. A Special Drainage District for Burgess Hill existed prior to the Local Board and was probably formed in 1866.
In 1895 the Local Board became an Urban District Council under the terms of the Local Government Acts of 1894. The Urban District consisted of parts of the parishes of Clayton and Keymer.
In 1934 the East Sussex Review Order transferred parts of Ditchling and Wivelsfield in Chailey Rural District and part of Clayton in Cuckfield Rural District to Burgess Hill U.D.C. See W.S.R.O. MP 1999 for a copy of the East Sussex Review Order.
