Under the Public Health Act of 1872 Chester was consituted an Urban Sanitary Authority and on 28 Aug. 1872 the Sanitary Committee recommended that a Public Health Committee should be appointed to implement the provisions of the Act. This was approved by the Council on 30 Aug. 1872 and the first meeting of the Public Health Committee was held on 4 Sept. 1872
Under the National Health Service Act of 1947, the Council, on the recommendation of the Public Health and Town Hall and Parliamentary Committees, reconstituted this committee as the Health Committee on 23 April 1947
