This printed memorandum is a copy of a letter to the Under Secretary of State offering observations on points raised in a minute by the Secretary of State concerning Indian immigration to Mesopotamia [Iraq]. The memorandum details the role of Indian troops in the Mesopotamian Campaign, relations between India and Mesopotamia, and the subsequent administration of Mesopotamia. Further details are given concerning Indian labour and the problems which Indian immigration could cause.
