Nelson became a Local Board in 1864, under the Public Health Act, 1858. It was incorporated into a borough on 1 Jul. 1890, and on 1 Apr. 1974, it became part of Pendle Borough Council. The records have been catalogued to reflect the organisation of the two original authorities, but where records cover both the Local Board and the Municipal Borough they have been listed under the latter, as the successor authority, and cross-referenced.
