The 1845 Act came into operation on 1 Jan. 1846 and the separate proceedings of the Council under this Act date from this time. However, these proceedings were merely a copy of that part of the Council minutes relating to the implementation of the powers of the Council under the Act, and they ceased to be recorded separately after 16 May 1883

The Chester Improvement Act of 9 Victoria cap. 15, 1845 which repealed the section of the Act of 2 George III cap. 45 1762, relating to watching, lighting and cleansing the streets etc., and the whole of the Act of 43 George III cap. 47, 1803, as the powers of The Commissioners under these Acts had already been transferred to the Council, granted to the Council further powers and ordered that the proceedings of the Council in executing the provisions of the Act should be entered in a separate book.
This Act gave the Council the same powers as those exercised by Local Boards under the Public Health Acts, and a committee known as the Improvement Committee was established to deal with the implementation of its provision. The powers of the Council both as a Municipal Authority, and as an Urban Sanitary Authority from 30 Aug. 1872 under the Public Health Act of 1872, were extended by the Chester Improvement Act of Victoria, cap. , 1884, and the Chester Corporation Act 19 and 20 George V, cap. 96, 1929
