Informing him that the Tsar has agreed to the proposal to 'erect a more substantial monument to the memory of the Russian soldiers, prisoners of war, [who] died in Lewes', enclosing [missing] a list by W G Hanchet, monument maker, of which numbers 9 and 19 seem the most appropriate monuments and asking him to keep this matter 'as quiet as possible & we hope that you will kindly take proper measures so as not to allow the Lewes newspaper [to] speak again of this monument'
