Folio 278. Draft letter from the Local Government Board to Walter May Barton, Clerk to the Guardians of the Mitford and Launditch Poor Law Union, acknowledging receipt of his letter of 2 December 1879 which contained a copy of a letter from William Girling, Clerk and Steward to Norfolk County Asylum, Thorpe near Norwich Norfolk to the Guardians of the Mitford and Launditch Poor Law Union in respect of the case of William Howlett. They state that they have again given their consideration into the circumstances of this case and the proposed payment of £1 to H Raven [Henry Raven], Medical Officer for the Litcham district. They find that they have not been furnished with specific information as to whether Howlett was sent to the asylum as a pauper lunatic. Therefore assuming he was not, they find that he was not a pauper and in fact ceased to be a pauper, when he was discharged from the asylum and maintained himself by his own labour. Under these circumstances they do not perceive that the guardians are under any liability to furnish a medical certificate pursuant to section 79 of 16 & 17 Vic c 97 [Lunatic Asylums Act].
