Certificate by Robert Sproston, Mayor of Chester, that the goods and merchandize contained in le Content of Chester master, Nicholas Welch, namely, calf skins, salt salmon, fustians and lead, were loaded in the port of Chester; that all the goods rightly belong to William Gamull, William Edwards, Robert Harvy, Richard Byrd, Owen Hughes and William Crompton, citizens and merchants of Chester, and are English merchandize, acquired and made in England; that the City of Chester is free from pestilential disease and has remained free from the plague for ten years; and that the ship was made at Chester.

His answer was that he would pay 232 lyvers into the hands of William Edwards on Sept. 12 or 13th next, "uppon condition that there it may be deposited untill he have sufficient discharge from Mr Laconture".

Entry of protest 18 Jan. 1639/40; whose answer was that he conceived that either his factor had discharged it or else had delivered goods in satisfaction, and therefore refused to accept it. Margin: "at the request of Will. Edwards, Merchant, and paid by him".

4v. 4th Feb.,16 Certificate by the Mayor that the goods and merchandize in le Anne of Neston master, John Andrew, namely, 758 dozen calf skins, 482 ends of coloured fustians, 50 ends of white tufts and one hogshead and one firkin of bees wax, were loaded in the port of Chester and rightly belong to William Gamull, Thomas Throppe, William Ince, Richard Byrd and Thomas Mottershead, citizens and merchants of Chester; that they are English goods known by the marks in the margin; that Chester is free from pestilential disease etc.

5. 15 Dec. 1639. Rochell. Bill of exchange. Thomas Maynard to Mr Richard Bradshaw and Company, merchants, in Chester. To pay at double usance to Mr William Burtolotts 80 li. sterling, for value there received of Mr. Jacobus de Lavonda.
Protest at the request of William Edwards, Alderman, 6th Feb. 1639/40: whose answer was that he owes nothing to the party and therefore refuses to accept it.

Certificate by Robert Harvy, Mayor, that the goods and merchandize in le Anne de Neston master, John Andrew, namely, 520 ends of fustians, 50 ends of "tufftes", 300 pounds of beeswax and 77 dozen calf skins were loaded in the port of Chester; that all the goods rightly belong to William Edwards, William Ince, William Parnell, Edward Hulton, Richard Brett and Andrew Ward, citizens and merchants of that City; that all the goods are English and marked by the marks shown in the margin; that the City is free from pestilential disease etc.

6. Protest, dated 10th Feb. 1639/40, at the request of Thomas Throppe, against John Andrew, mariner, master and owner of the Anne of Neston, for neglecting the opportunity of wind and weather required by a particular clause in the charter-party made between them, dated 22nd Jan. last.

6v. 10th Jan.,1640. Malaga. Bill of exchange. William Lewis to not stated ; to pay to Mr William Pawley, merchant, in London, 600 li. sterling " and is for the valew taken upp of ditto Mr Pawley for the lading of your tonedge heare in the James of Queenesferry".
Protest, 29th Feb. 1639/40.
Answer: the bill is drawn for 600 li. sterling for lading his tonnage in the James of Queene Ferry, which by Mr Lewis's letter of advice and bill of lading is but 26 butts of wines, which he thinks do not amount to half the value of the bill. He ordered his factors Thomas Betson and John Lloyd at Bilbao to remit Mr Lewis 30,000 ryalls for the payment of the wines and other occasions, which he doubts not they have done. Also he gave no order to Mr Lewis to charge him by exchange in England, "for his only end was to draw part of his meanes from Bilbao by wynes from Mallaga" .....
Margin: "at the request of William Parnell, merchant; paid by Mr. Parnell".

7. 13th Feb.,1640. Bordeaux. Bill of exchange. Em. Beaupuy to Mr. William Parnel, merchant in Chester. To pay at two usances in London to Messrs. et delafontenez or to their order 166 2/3 crowns, at 59d. sterling for every crown, for value received of Mr Will: Raoul.
Protest, 2nd March, 1639/40. Answer: he is not so much indebted to him, for he has cast up the account and so much is not due to him from William Parnell, accounting all the wines and other goods which he hath this year laden for him.
Margin: "At ye request of Wm. Edwards, Ald', paid by Mr. Edwards. This was likewise protested by Mr. Edwards the 24th of April 1640 for non payment, who answered that he would not pay the same bill. Mr Edwards payd for this last protest".
22nd Dec. 1639. Bordeaux. Bill of exchange. to ; to pay at fifty days after sight, in Chester, to Mr John Gowrien 66 2/3 crowns.
Margin: "at the request of Wm. Edwards, Alderman, and paid by him".
7v. Protest, 24th Feb.,1639/40. Answer: he would pay the money the next week, as soon as he had any money come in.
Margin: reference to a copy of the protest, granted 5th May,1640, at Mr Edward's request, who paid for it.
19th Feb.,1640. Rochell. Bill of exchange. Thomas Maynard to Mr Richard Bradshaw, merchant, Chester; to pay at twenty days after sight to Mr Gowrion in London 200 li. sterling "for vallue here receaved of Mr Biboult & Bardell for account of Mr Franceys Octave et Jechan Andre Lamarque of Venice".
Margin: Mr Edwards at his request.
Protest March, 1639/40. Answer: he has not received any account from the drawer, nor is the sum due to him. He would accept, for the honour of the drawer, "to rechardge", but there is here no exchange nor moneys to be had.

Answer: they gave no order to Beaupuy to disburse any money for them, and therefore refuse to accept.

Beaupuy to Robert Sproston, merchant in Chester; to pay in London in the house of William Drinkwater in Load Lane, at the Sign of the Red Lion, to Messrs Proust and Delaufontene, 2331/3 crowns at 57d. sterling for every crown, for value received of Mr Will. Raoull.

Answer: that he owed nothing to Beaupuy.

28th March,1640. Bourdeaux. Bill of exchange. Henry Bennett to Mr. Henry Yonge and Mr. Joseph Yonge; to pay at two usances in London in the house of Mr William Drinkwater to Messrs. Proust and Delafonteine 166 2/3 crowns at 57d. sterling for every crown, for value received there of Mr William Raoul.
Protest, 24th April,1640. Answer: that Henry Bennett has provision in his own hands.

9v. 24th April,1640. Certificate by Robert Harvy, Mayor of Chester, that the goods and merchandize contained in the ship le Amitye of Chester master, Thomas Higginson, namely nine vessels vascula containing 420 pieces of fustians and ten dozen tanned calf skins, were loaded in the port of Chester; that all the goods rightly belong to Richard Bradshaw, citizen and merchant of the said City, and are English goods etc.
5th March,1640. Bordeaux. Bill of exchange. Eme. Beauruy to Mr Thomas at Eccleston; to pay at fifty days after sight to Mr John Gourien in Chester 464½ crowns, 8 sous, 6 deniers at 57½d. sterling for every crown, for value received of Messrs. Doctale and John Andre de Lumage of Benise.
10. Protest, 2nd May,1640. Answer: he has no such provision from Beaupuy in his hands, nor is his account perfect in an honest way.

19th April, 1640. Bordeaux. Bill of exchange. Richard Chedle to his father Thomas Chedle esq. in Beaumaris; to pay at fifty days after sight to Mr John Gourien in Chester 700 crowns at 57d. sterling for every crown, for value received of Monsieur Biband, for the account of Messrs. Jean Andre de Lumage of Benise.
Protest, 1640. Answer: by letter directed to Will. Edwards, Alderman that Mr. Beaupuy had cunnigly persuaded his son, being under age, to write his hand to the bill, which he had nothing to do with.

17th May,1640. Bordeaux. Bill of exchange. Eme. Beaupuy to Mr John Johnson, merchant in Chester; to pay at fifty days after sight to Mr John Gourien 500 crowns, at 57d. sterling for every crown, for value received of Mr. Biband for the account of Mr Jean Andre delumage of Benise.

11th June, 1640. Certificate by Mayor of Chester that the ship le Anna de Neston master, John Andrew arrived in the Port of Chester in the beginning of the month of May 1640 from Bilbao, that it was laden with 50 tuns of Spanish iron or thereabouts, being of the weight of 700 quintals of the weight of Bilbao or thereabouts, for the account of various merchants of the City of Chester, and with 14 bags of Spanish wools for the account of James Blacke, merchant of Ireland; that the said goods were landed in Chester.
Margin: "9o No: 1640. This was rectified at the instance of Ald' Throppe who pd'".

Certificate by Thomas Aldersey, Mayor, that the goods and merchandize contained in le Amity of Chester master, George Eaton, namely 240 ends of fustians, 100 ends of white tufts, 247 dozen tanned 12v. calf skins, 13 pieces of broad cloths, 4 pieces of "coloured kersies, 204 pigs of lead, 3 pieces of "Kithermaster stuffes" and 8 barrels of salmon, were loaded in the port of Chester; that all the goods rightly belonged to Thomas Throppe, William Parnell and Edward Bradshaw, citizens and merchants of the same city, and are English merchandize, acquired and made in England etc.
Attested by David Lloyd, public notary and clerk of the Pentice in the City of Chester.
13. 28th May, 1640. Dublin. Bill of exchange. Paul Tur?ner to Mr. Thomas Throppe; to pay at six days after sight to Mr. Richard Bradshaw 20 li., for the like sum received by him.

20th Feb., 1640/41. Names of merchants and list of their goods which were shipped upon the Blessing of Neston owner, Richard Turner:-

E. Chergera or Ichergera? to Mr. John Johnes, merchant in Chester; to pay at thirty days' sight to Mr. Peter LaSalle in London, 111 li.:9s:2d sterling for value there received from Mr. Galliard Marsier, merchant.

26th Feb., 1640/41. Dublin. Bill of exchange. Thomas Martin to Mr. Thomas Butler of Roseley, tanner; to pay at fifteen days' sight to Mr Thomas Crichley, merchant, 100 li. sterling, for value there received of Richard Chapman, merchant.
Protest, 30th March, 1641. Answer: the goods which were sent from Martin to him were not to his liking.
14-15. 13th Feb. -2nd March, 1641/42?. Copy of letter of attorney from the owners and partners of the good ship called the James of Queensferry giving James Hill, master and partner of the said ship and elder burgess of the borough of Queensferry, full power for them and in their names to treat with the Scottish Commissioners attending the Scottish affairs at London or with any other having warrant from His Majesty, either for restoring to them the James with her five pieces of ordnance, her whole ornament and provision, with satisfaction for the whole loss sustained by the ship, or for paying them 1,000 li. sterling for the price of the ship and the benefit that would have arisen if she had been trading. They also give him authority to sell the ship. In April 1640 the James of Queensferry, 140 tons was stayed and arrested by the King's order in the river of Chester, where she sank, developed leaks and lost her anchors and cables. The King had been pleased to order that this Scottish ship should be restored to the owners, with the whole loss sustained by them. The deed was written by John Mill, Clerk of the Borough of Queensferry, and subscribed by the part-owners chiefly burgesses of Edinburgh, at Edinburgh and at South Queensferry.
15v. 19th March,1641. Malego Malaga. Bill of exchange. William Lewis to [? ]; to pay at thirty days' sight to Mr Griffin Lewis of Bristol, merchant, 453 li.:5s:6d sterling, which was for 19,944 "Rs Bellen".
Protest, 3rd May, 1641. Answer: he did not owe him so much sterling money, and he would order the payment of what was due "in blacke money" in Mallagoe. "This Bill was likewise protested by Mr William Parnell the fourth of June 1641 for non payment, whose answer was as aforesaid".
16. 164. Certificate by the Mayor of Chester that the ship le Blessing de Chester master, Richard Turnor arrived in the port of Chester in [ ] 1641 from Bilbao, that it was laden with Spanish iron for the account of William Edwards and Thomas Throppe, Aldermen, and Richard Bradshaw and various other merchants of the City of Chester, and that the said iron was landed in the port of Chester.

Certificate by Thomas Aldersey, Mayor, that the goods and merchandize contained in le Bonaventure of Chester master, Thomas Limbreg, namely 316 dozen tanned calf skins, 795 pices of fustian, 200 pieces of white tufts, 34 pieces of broadcloth, 263 pigs of lead, 10 pieces of cotton, were loaded in the port of Chester; that all the goods rightly belong to Thomas Throppe, William Ince, Richard Bird, and Richard Bradshawe, citizens and merchants of Chester, and are English merchandize, marked with the merchants' marks shown in the margin; that the City is free from pestilential disease etc.

Similar certificate by the same concerning goods contained in le Bonaventure of Chester master, Thomas Lymbreq, namely 245 dozen tanned calf skins, 620 pieces of fustians and tufts, one small truss or fardel of Northern dozens, which belong to Edward Hulton, William Parnell, Thomas Mottershed and Humphrey Lloyd, citizens and merchants of Chester.

19. 30th April, 1642. Similar certificate by Thomas Cowper, Mayor, concerning goods contained in le Thomas of Bristol master, William Tuckey, namely 519 dozen tanned calf skins, 350 parcels of fustians, one pack of cloth, one truss of kersies, which belong to William Gamull, Thomas Throppe, Thomas Mottershead, William Ince, William Parnell, Richard Bird and Thomas Horton, citizens and merchants of Chester.
19v. n.d. Similar certificate concerning goods contained in le Thomas of Bristol, namely 400 ends of fustians, 20 pieces of coloured cotton, 308 dozen tanned calf skins, 6 barrels of lead ore, 2 casks of bees wax, 137 dozen tanned calf skins, 47 ends of fustians, 18 pieces of cloth, which belong to William Edwards, Owen Hughes, Richard Bradshaw, Edward Hulton and William Crompton.
20. 5th Sept., 1642. Similar certificate concerning goods contained in le Alexander of Armestrode in the kingdom of Scotland in which place the ship was built master, William Lawe, namely a certain quantity of tanned calf skins, English cottons and fustians, with some tallow, which belong to William Gamull, William Edwards, Richard Byrd, Edward Bradshawe, Owen Hughes, Richard Bradshawe, Edward Hulton and Humphrey Lloyd, citizens and merchants of Chester.

He has given power to his attorney to deliver the money which he shall receive by exchange and to draw upon him if need be. 34v. three years past he had no notice of the arrears of his account, and that the goods he sent up on the Content of Chester were not sold to the same value as other men's; for example, Henry Alsersey, merchant, sold fustians which were the same as his at 51 and 52 royals, yet Mr Bathorne sold those of Hughes at 39½ royals. Bathorne had suffered other damages to come upon Hughes, and now he was charged with 303 royals "upon the fall of the blacke money", so that he must pay at least four times the value. He was content to pay the first sum according to the value of that time.

Entry of instrument of protest by David Lloyd, Town Clerk for the City of Chester. On 31st May, 1644, William Parnell, Alderman, appeared before him and in the name of Joshua Carpenter of Dublin, esq., did solemnly protest against John Andrews and all others concerned all costs, damages and interests which should be sustained by the action of John Andrews, master of the said ship. Andrews with his ship arrived at Bewmarris about the 22nd of March and afterwards in the river of Chester about 5th May, but gave Parnell no notice of the goods consigned to him and did not deliver Mr. Carpenter's letter to him, so that he might demand the goods, until the night of May 22nd.

On 29th July, 1644, at the request of Hugh Bromholl of Barbados, tailor, and by the order of the Mayor, he was present when Hugh Bromholl deposed before the Mayor that he showed the original bill of exchange to Ellen Streete requiring her to accept it, and that she answered that she could not pay the said sum and therefore 40v. refused to accept it. For which cause Lloyd protested as well against Ellis Steele as against all others whom it may concern all costs, damages and interests sustained through refusal to accept the said bill.

42-42v. Entry of instrument of protest by David Lloyd, Town Clerk. On 19th July, 1645, Thomas Throppe, William Ince, William Parnell and Thomas Mottershed, owners of the Bonaventure of Chester, appeared before him. They declared that Thomas Hull, joiner, was part owner of the said ship, viz. of one fifth part, and that he owed to the ship, upon account of disbursements and bottomry, 74 1i.:13:6. He was now absent and the sum he owed was more than his part of the ship was worth. The ship was now designed for a voyage to Bilbao, and the fifth part of the charge might be about £10 or £12, which the rest of the owners must disburse. In regard of his absence and of these disbursements, the owners solemnly protested against Hull and all others concerned all costs, damages and interests 42v. sustained by reason thereof. They declared that if Thomas Hull, or say other for him, should pay in the said £74:13:6 together with £10 or £12 for the now intended voyage before the ship put to sea, then he or they should have his fifth part of the ship and of the profits arising from the voyage. Otherwise they would be forced to take the said fifth part and to convert it to their own uses.

John Johnson of the City of Chester, Alderman, appeared before him, and declared that John Smith of Beaumoris, owner of the Thomas of Beaumoris 26 tons agreed with him at Chester, in the house of William Roberts, carpenter, on 2nd Oct. last, for the freight of the said vessel from Chester water, to carry Johnson's goods to Rotchell in France and to take into the said barque at the river? of Sherren, for Johnson's use, 26 tuns of wine and such other goods as he should order, and to return with the same to Chester; and also that the vessel should be ready by the last of October following. Johnson provided his goods, according to the contract, but Smith had not as yet performed his agreement, nor was he or his vessel ready for the voyage. As a result, Johnson was damaged
100 li. He protests against John Smith for all his damages already sustained and to be sustained by reason of Smith's neglect or non-performance.
56v.-57. 8th Aug., 1660. Entry of public instrument of protest by Raphe Davenport. David Stephens, master and part owner of the Mary of Ringsend, near Dublin, appeared before him and declared that on 3rd July, in the house of Thomas Nicholson, cooper, in Chester, Captain James Smalwood of Meltowne near Dundalk agreed with him to make a voyage with the said vessel to Dundalk, there to be loaded with corn to be delivered in the port of Chester at or near the Watergate, and to be unloaded there six days after arrival, and to be loaded again with salt for Dundalk or for Carlinford. For these voyages Smalwood promised to pay to Stephens 20 li., viz. 10 li. upon delivery of the corn at Chester, and 10 li. upon delivery of the salt. Stephens has performed the voyage to Dundalk and has brought the corn to Chester, but Smalwood has not paid him the 10 li., not has he loaded the vessel with salt, although the time limited for loading has expired, Stephens therefore protests against James Smallwood and all others whom it may concern all his damages by reason of Smalwood's neglect and delay and the non-performance of his contract, and for the demurrage of the vessel.

Entry of public instrument of protest by George Bulkeley, Notary public or Clerk of the Pentice, George Clampott/Clampett, master of the Almond of Plymmouth appeared before him and declared that he arrived with his ship at Chester on April 11th last, whereof he gave notice to Richard Bird of the city of Chester, Alderman, factor or agent for his master, John Horsham and partners of Plymmouth; that his master had covenanted by charter-party with John Merring of Plymmouth, merchant, owner of the said ship, to furnish him John Clampett, with sufficient lading hence of lead and lead ore and unlading with twenty-four days after his arrival here. Notice thereof was given to the said Richard Bird about 12th April. The twenty-four days expire on this 5th May, yet no one has appeared for Mr. John Horsham and partners to furnish him with lading not to pay for demurrage. Therefore he protests against Mr. John Horsham and partners and all concerned for all his damages by reason of the non-performance of the charter-party.
74. 22nd May, 1665. Entry of public instrument of protest by same. Richard Bird of the City of Chester, Alderman, appeared before him and declared that he had provided sufficient lead and ore for and on behalf of Mr. John Horsham of Plymouth, at or before 5th May, with which to have furnished George Clampett, master of the Almond of Plymouth with sufficient lading, according to charter-party. But Clampett did not come with the vessel to the point of Ayre, the usual place for taking in such lading, and the weather was so tempestuous that the vessel could not be laden where it then was. The not lading of the ship was therefore occasioned by the neglect of Clampett, and Bird protests against him and all others for all damages.

79v. Jan. 1635/6. Copy of letter from Sir Thomas Aston, Sheriff of the County Palatine of Chester, to the Mayor; from Chester. Requiring the payment to him on 30th January at his house of the £300 assessed upon the City for "setting forth of a ship of warre". On the 26th of that month he was demanded the sum of £5 for this service, as farmer of the King's Customs, and therefore he certifies that he holds the same discharged from all taxes and impositions, except for the rent reserved to the King. Any defalcation of any tax must therefore be imposed upon the rent to the King, and the Lords will not take it well that the King should be paid with his own money. He therefore desires that he will revoke the assessment.
79. 30th Jan., 1635/6. Copy of letter from Thomas Knowles, Mayor, to Sir Thomas Aston, Sheriff of the County Palatine. He has conferred with the Aldermen and Sheriffs, who are also Commissioners with him, concerning the payment to him of the £300 apportioned upon the City, so that he may give an account of the same. They agree that, upon timely notice thereof, they would willingly have paid it to him, as it would have eased them from the trouble and charge of sending it up. But as he was divers days in the City before sending his letter, and gave them no notice of their Lordships' directions herein, they have already taken course for the payment of the sum in London. Concerning the assessment in the City for this service, his name was presented to them by the Constables, as were all other his Majesty's officers of the Custom house, who have made payment without complaint. They conceive that their action deserved a more charitable construction.
78v.-78. 30th Jan. 1635/6. Letter from Sir Thomas Aston to the Mayor; from Aston. Explains that he could not give them longer notice of the payment of their money into his hands, as he only lately received the Lords' letters to that purpose. That they are pleased to ease him of that trouble cannot be unpleasing to him. Assures them that he is free from all uncharitableness in telling them that the Lords will interpret his assessment in the City as an unjust intrusion upon His Majesty's right, by making his customs contributory to to their taxes. Points out that in the same port the grandfarmers, the farmers of Spanish wines and of calf skins, and the other farmers in Beaumaris, Liverpool and Lancaster are not assessed nor is he in the other ports within his patent; "indeed, in all the kingdoms is any farmer assest for the Kinges customes but my self in Chester". Assures him that he took no pleasure in the success of their late controversy, and deals like a friend to avoid the like
