On 14 Jan. 1863, following the burning of the Exchange Building in December 1862, the Council appointed a Town Hall Committee. The first meeting of this committee was held on 20 Jan. 1863 and the minutes from 1863 to 1869 contain full details of the building of the present Town Hall opened on 15 Oct. 1869. On 10 Nov. 1902 this committee took over the functions of the Local Government Act and Parliamentary Committee and was renamed the Town Hall and Parliamentary Committee
