In 1971 the Education Committee resolved to replace the present system of District School Managers (for records of the District School Managers see BCC/1/BH/8, BCC/1/BH/9 and BCC/1/BH/11) with three District School Governing Bodies for all county primary and secondary schools. The District School Governing Bodies would report to the Education Committee through new District School Government Sub-Committees. The move coincided with the decision of the Education Committee in 1971 to replace the Primary Education Sub-Committee (see BCC/1/BH/2/1) and the Secondary Education Sub-Committee (see BCC/1/BH/3/1) with a single Schools Sub-Committee (see BCC/1/BH/22/1). The Schools Sub-Committee was to concentrate on matters of policy and the three District School Governing Bodies (North, South and West District) on the daily administration of schools.
The duties of the District School Governing Bodies included the recommendation to the Education Committee of staff for appointment or dismissal; matters relating to the general direction and administration of schools; and the provision of reports on schools to the Education Committee. Three School Government Sub-Committees were also appointed, one for each of the three School Districts of the city (North, South and West District) each with membership identical with that of the Governing Body established for that School District.
