The reorganisation of Lancashire in April 1974 (under the 1972 Local Government Act) was very complex, involving a wholesale redrawing of administrative boundaries and changes in functions.
To undertake the initial planning, a joint committee was set up in January 1972 consisting of the county councils of Lancashire and the West Riding of Yorkshire, the county boroughs of Blackburn, Blackpool, Burnley and Preston, and the district councils within the area.
The joint committee had several meetings between January 1972 and May 1973 (see below) to discuss and develop the new arrangements.
After this, the 'successor' Lancashire County Council had its first meeting on 3 May 1973 (see LCC 1/1), initially acting as a shadow council in parallel with the old Lancashire County Council until the latter had its final meeting in March 1974 (CC/CCM 105).
