/1863/. Note of motion: that the Churchwardens, Overseers and assistant Overseers, and officers connected with the various nonconformist churches prepare lists of all such poor persons they consider ought to receive beef and bread on the occasion of the marriage of the Prince of Wales and send in the same to the Public Offices on Tuesday evening. "Carried".
5th Jan. 1863. Thos. Bowers to John Walker, Esq., accepting on behalf of the Trustees of the Weslyan Chapel, St. John Street, the offer made by the Council.
6th Jan. 1863. James Pye, Secretary of the Chester United Gas Company, Roodee Station, Chester, asking for an account of the paving done for this Company during the past six months so that he can make up the year's accounts.
7th Jan. 1863. Henry Boden from 43 Watergate Row, to the Chairman of Improvement Committee. Although he did not consider he was legally liable to repair the flagging of the Puppet Show entries and the rails of the steps opposite (in consequence of their being claimed as public property) he is obliged to Committee for providing the flags for the passage, and expresses his thanks to Mr. Davies (Surveyor).
7th Jan. 1863. Note of business for Improvement Committee.
8th Jan. 1863. Jas. Rogers to the Chairman of Finance Committee, reporting that he has examined the local a/c's for the past month and found them correct. The costs received during the month have been paid to the Treasurer. He reports the stock of old ropes, oakum, and yarn, remaining. /Gaol Account/.
29th Jan. 1863. H. Waddington from Whitehall to the Town Clerk of Chester. He has been directed by Secretary Sir George Grey to acknowledge his letter and a copy of Byelaws for the Regulation of the Markets in the City of Chester, which are under consideration.
11th Feb. 1863. Rob. Watkins for Edmund James Smith of 14 Whitehall Place, to Walker, asking whether the Council intend to purchase the block of premises at the corner of Princess Street, for Mr. Adams, their tenant, complains that his house and shop are in such a state that something ought to be done.
18th Feb. 1863. James Osborn from Coventry Police Station, Kettering, to the Chairman of Corporate Estate Committee, applying for the post of a Superintendant of the Markets in the City of Chester and stating his qualifications.
21st Feb. 1863. Rough minutes of Committee re: Beef & Bread. 2.pp.
2nd March 1863. Jas. Harrison from 13 St. Martins-Fields to Mr. Paul, stating his inability to attend a meeting of the Town Hall Committee on the morrow. He asks for the plan of the Shrewsbury Offices and states that he has some plans which may guide Committee.
5th March 1863. Jas. Rogers to the Chairman of Finance Committee, reporting that he has examined the Gaol Accounts for the past month and found them correct. He reports on the stocks of old ropes, oakum and coir, etc, remaining.
6th March 1863. Thomas Binns from Saltney (Earl of Chester Division Sons of Temperance) to Mr. Jas.Paul. He cannot give a positive reply as to whether they can secure a Band for the procession as he is waiting for a reply from the Bretheren at Liverpool.
7th March 1863. George Salt from St.Bridget's Rectory, correcting the numbers of children in Church schools, Handbridge and St. Paul's, to receive buns and medals and to take part in the procession. If the papers have not given the starting point of the procession aright the sooner the public see the Bill the better.
15th March 1863. ... McGregor, from Royal Hotel, Chester, hoping that their claim of £8.2. due to Harobins (?) and the man's cook he engaged will be remembered by the Committee of Management.
2nd April 1863. Jas. Rogers to the Chairman of Finance. Committee, reporting on the Gaol Accounts for the past month.
16th April 1863. Henry Latham, Chairman of the Chester Waterworks Company, Newgate Street, to John Walker, Town Clerk, acknowledging receipt of his letter informing him that the Council have agreed to extend the time for a further period of three years from 1st Oct. next, on condition that the Company will at any time during the three years, on six months notice from the Council, execute the works requisite for fulfilling their agreement with the Council. If he will send a deed for carrying out this agreement he will submit it to the Directors for adoption.
/Watermark 1863/ Note stating that Lord Westminster regrets he cannot allow the exhibition of designs in the Assembly Room as the Architect informs him it would interfere considerably with his building operations.
n.d. Note of resolution of the Grand Stand proprietors to allow the Council the use of the saloon at the Grand Stand. They shall be allowed a key to the room but all other keys must be kept by the Keeper at the Lodge every night.
(8th May 1863). Copy resolution: that the Grand Stand Proprietors do not contribute to the Stakes until Mr. Topham resigns, he not having attended the meeting this week and only part of the last year.
28th May 1863. W.Titherington, from Dee Hills, to John Walker, explaining the delay re the hoarding in front of Forest House and stating that he is willing to pay £3.15. for a crossing at Boughton.
28th May 1863. Draft minutes of Race Committee.
28th May 1863. Note of resolution at a meeting of the Grand Stand Proprietors: that the usual sum of money £1200 be granted for the Races of 1864.

2nd June 1863. Geo Haswell, from 89 Foregate Street, to the Committee Rifle Volunteers, c/o Mr. Jas.Paul, asking for a sum owed to Mr. Charles Davies of Chester, coal and lime dealer, to be paid to him as assignee for the equal benefit of Davies' creditors.
2nd July 1863. Geo Haswell, from 89 Foregate Street, to the Committee Rifle Volunteers. If the above sum is not paid within a week a County Court Summons will be issued.
26th Sept.1863. John Turner from Wegan Brewery, Wegan, to the Chairman of the Chester Racing Committee, resigning as a member of the committee as he has changed his residence
28th Sept. 1863. Wm. Morris from Cheshire Lieutenancy Office, St. Werburgh Street, to Mr. Paul, stating that he is no longer a member of the Race Committee having resigned at the meeting held at the Railway Station.
24th Oct. 1863. Notice from John Walker, stating that as there is no business to transact, the Mayor does not think it necessary to convene a meeting of the Council for the last Wednesday in the month.

14th Nov. 1863. Meadows Frost from St. John's House, Chester, to John Walker, asking him to insert the accompanying motion on the notice paper of the next Council meeting.
Motion:- to consider and to oppose the transfer of the liabilities of the River Dee Company from the said company to a new Board of Conservancy: also to ask the Town Clerk a question in relation to the proposed transfer.
23rd Nov. 1863. Charles Townshend, Chairman of the River Dee Company, to John Walker, stating that the River Dee Committee have refused to agree to the Counter-proposals which the River Dee Commissioners left with him on Friday last. One of the first matters brought to the attention of the present Committee was the renewal of the negotiations which had taken place between the old Committee and the Commissioners in 1860 and 1861, and they trusted that the heads of agreement forwarded to him would have furnished the basis of a settlement satisfactory to all parties. The Committee will give their best attention to the requirements of the Navigation and discharge of their duties.
30th Nov. 1863. Jas. Paul to Mr. Topham, asking when he will be prepared to submit the programme of the Chester May Meeting 1864 to the Racing Committee. As soon as it is ready he would like a couple of days notice to call the members of committee together.
7th Dec. 1863. Notice, from John Walker, that, as important questions are arising relative to the river, he has been asked to request the recipient to attend to qualify as a (Commissioner) at the public meeting to be held at the Public Offices on the morrow. The qualification is a rental of £200 per annum.
18th Dec. 1863. Letter from the Magistrates Clerk's Office to the Chairman of Finance Committee, recommending that a sum of 7/6 should be paid to Robert Harrison, a prisoner in the City Gaol, for his services as Gaol Hospital Nurse, for the 3 months during which he has been confined there (having been committed under the Mutiny Act for neglecting to be present at training with his regiment, the Cheshire Militia.)
