A Rural Sanitary Authority was probably formed for East Grinstead Union in 1872, under the Public Health Act of that year, though no early records survive. This would have comprised the rural part of the parish of East Grinstead, outside the district of the East Grinstead Local Board, together with the parishes of Hartfield, West Hoathly, Withyham and Worth.
The rural part of East Grinstead was made a separate parish called Forest Row by a County Council Order of 1894.
In January 1895 the Rural Sanitary Authority would have become the Rural District Council under the Local Government Act of 1894.
The R.D.C. was abolished in 1934 under the East Sussex Review Order, and its area split between two other councils, Cuckfield R.D.C., [W. Hoathly, Worth], and Uckfield R.D.C., [Forest Row, Hartfield, Withyham]. In addition, part of Forest Row called Ashurst Wood was transferred to East Grinstead U.D.C. and part of East Grinstead U.D.C. to Forest Row at this time.
