Under the charter of 1462 the bailiff and jurats for any one year were to act as justices for the term of their office. This judicial independence remained intact until 1889 when the Quarter Sessions ceased and the Liberty became a petty sessional area though independent of the County organisation. On account of financial difficulties the County was approached in 1930 and took over the administration of the court. Under the Justice of the Peace Act of 1949 the bailiff and jurats ceased to exercise their special judicial rights and the Liberty became a normal petty sessional division.
