The Folkestone Improvement Act 18 & 19 Victoria c.147 was passed in 1855 'To extend the limits of the Borough of Folkestone, to enable the Corporation of the said Borough to construct a Market House, to make certain New Streets, and to Pave, Light, Drain and otherwise Improve the said Borough.' This important Act is one of the landmarks in the growth and development of modern Folkestone. Among the considerable powers given to the Corporation were those enabling it to purchase property required for widening and improving existing streets and making new ones. These were put into effect over the next 40 years - and it was in this period too that the Cistern House leased from Lord Radnor for use as a Town Hall was pulled down, and the new Town Hall and Market erected on the same site. (See Fo/AV/42, 54 and 55.)
