Lord Chelwood was the moving spirit behind an amendment in the House of Lords aimed at relating the Community Charge to the ability to pay (which was rejected). Some original correspondence between Lord Chelwood and the Secretary of State for the Environment (Nicholas Ridley (2) or the Earl of Caithness (2)); several cuttings, including some after Lord Chelwood's death
